How to Access DVA Cleaning Support

You can receive DVA cleaning support through one of three funding pathways, each offering different levels of support.

Understanding the laws surrounding household support for veterans

To figure out the funding pathway to use for your care, the DVA refers to three laws.

The law that covers your support is based on your service in the Australian Defence Force:

Veterans’ Entitlements Act 1986 (VEA)
  • Certain overseas deployments before 1 July 2004
  • Qualified peacetime service between 7 December 1972 and 6 April 1994
Defence-Related Claims Act 1988 (DRCA)
  • Most peacetime service from 3 January 1949 to 30 June 2004
  • Operational service from 7 April 1994 to 30 June 2004
Military Rehabilitation and Compensation Act 2004 (MRCA)
  • All service from 1 July 2004 onwards

 

For now, these laws offer different levels of support. For example, MRCA veterans often have access to more funding options compared to VEA veterans.

In some situations, multiple laws may apply to your service, particularly if you were in the ADF across different periods or had various roles. For example, some veterans may access supports either through the VEA or DRCA. If that’s the case, the DVA reviews your service history to determine the most appropriate funding pathway for you.

However, the Australian Government plans to simplify the system. By 1 July 2026, the VETS (Veterans’ Entitlements, Treatment and Support) Act is set to roll out.

Instead of three different laws, all new claims will be handled under one improved version of the MRCA. This should make approval processes faster and easier. 

It also opens the door for you to access more comprehensive supports that might have previously been tricky to qualify for.

Don’t worry, though — if you have an active support, it won’t be affected and will continue as approved.

 

Which DVA funding pathway should you apply for?

Here’s a quick way to tell which DVA funding pathway to apply for:

For… You can apply for…
MRCA or DRCA veterans Household Services (HHS)
VEA veterans Veterans Home Care (VHC)
Those needing urgent help Acute Support Package (ASP)

 

For MRCA or DRCA veterans, the DVA recommends that you be assessed through HHS first, particularly if you have an accepted service-related condition.

On the other hand, cleaning support for VEA veterans is typically under VHC. However, once the new VETS Act is in effect, you can access HHS, so long as you have an injury or illness linked to your service.

The ASP works a little differently from the other programs. It’s designed to help you or your family during an emergency or a sudden life change.

Pathway 1: Veterans’ Home Care

The Veterans’ Home Care (VHC) program provides DVA cleaning and other supports to help veterans stay independent in their own homes.

It’s usually simple to access. Just keep in mind that VHC is designed for low-level needs and requires small co-payments.

 

Who can get DVA cleaning through VHC?

VHC is open to veterans, war widows, and war widowers. It’s designed for those who can still manage lighter daily tasks but would benefit from support with more physically demanding chores.

For example, you might be approved under VHC if you can still do basic tidying, but prefer assistance with scrubbing or mopping. Those who need some help while recovering from a minor illness can qualify, too.

VEA veterans often use this pathway, but some DRCA or MRCA veterans may also apply if they don’t meet the requirements for HHS.

 

How to access DVA cleaning through VHC 

Getting started with DVA cleaning through VHC is usually straightforward.

In most cases, you won’t need to fill out medical forms. Instead, your eligibility is checked through a phone assessment.

To start the application process, call the VHC Assessment Agency at 1300 550 450. Have your Gold or White Card number handy, and be ready to share your date of birth and current address.

An assessor will then schedule a phone interview, which usually takes 20–30 minutes. They’ll ask a few things to understand your specific DVA cleaning needs.

Some common questions can include:

  • How do you manage household cleaning at the moment?
  • Are there cleaning tasks that you find difficult or unsafe?
  • Have you had any recent slips, falls, or minor injuries?
  • Have you been in the hospital recently?

Try to be as open and honest as you can. If it helps, you’re welcome to have a family member or a friend with you during the conversation.

The more detail you share, the easier it is for the assessor to arrange a DVA cleaning plan that fits your needs and routine.

 

What to expect after your VHC assessment

VHC claim applications are processed within 1–2 weeks, but it may take longer if the VHC requests additional information.

Once approved, you’ll receive a Care Plan that outlines:

  • The frequency of the DVA cleaning service 
  • The approved number of hours 
  • The assigned cleaning provider
  • The co-payments required
  • The covered period

A co-payment capped at $5 per week usually applies for DVA cleaning under VHC.

The VHC agency will also check in with you every 6–9 months to review your Care Plan and make sure it still suits your situation.

 

Pathway 2: Household Services

Another way to access DVA cleaning is through the Household Services (HHS) program

HHS provides a long-term compensation plan and a higher level of support than VHC. That means qualified veterans receive a bigger budget for approved services and zero out-of-pocket fees.

Who can get DVA cleaning under HHS?

The HHS program is designed for veterans who need assistance with cleaning because of an accepted service-related injury or condition.

This pathway is best for you if you’re:

  • Recovering from major surgery, like a knee reconstruction
  • Managing complex mental health conditions, such as post-traumatic stress disorder (PTSD)

As part of the assessment, you’ll also need to show that you were primarily responsible for cleaning your home, and that no other household members can take this on for you.

MRCA or DRCA veterans usually receive DVA cleaning through HHS. But if your needs are assessed as lower-level, DVA may recommend VHC instead.

 

How much support does HHS provide?

Most HHS plans are approved for 5 years at a time, so there’s no need to worry about constant paperwork.

Under this funding, you’ll be given a weekly budget to cover DVA cleaning and other approved household supports. The exact amount allocated would depend on your assessed needs.

In 2026, the limits are:

  • MRCA veterans: $611.46 per week
  • DRCA veterans: $588.55 per week

To ensure you receive high-quality service, the DVA cleaning rate for 2026 is capped at $79.90 per hour. Maid2Match works strictly within DVA-approved rates for HHS, so you’re never out of pocket.

NOTE: Once the VETS Act comes into effect, all veterans with accepted conditions may qualify for the higher MRCA budget.

 

How to access DVA cleaning through HHS

Getting your HHS support up and running usually takes a bit longer compared to VHC, since the process involves a medical assessment.

You can get started by completing the D9319 form (Claim for Household Services).

This form has two parts. Fill out the first part with your personal information and the household services you’re requesting. Be sure to include DVA cleaning.

The second part explains how your medical condition impacts your ability to keep your home clean. This should be handled by your GP, so you’ll need to book an appointment with them.

You can send the completed form to the HHS agency via email ([email protected]) or post (GPO Box 9998, Brisbane, QLD 4001).

After receiving your claim, the DVA will arrange for an Occupational Therapist (OT) to visit you. They’ll look at your home setup and help decide how many hours of DVA cleaning you need. They’ll also complete your D9353 form (Assessment for Daily Living Activities).

 

What to expect after your HHS assessment

Once you’re approved for DVA house cleaning under HHS, you’ll receive a Determination Letter. It lists:

  • How often cleaning services can be delivered
  • The number of hours covered
  • The approval period

The DVA will also provide a Supplier Information Sheet. This explains how your DVA cleaning provider can submit invoices directly to them. It should include your Transaction Reference Number (TRN), which is unique to your claim.

Once these documents are ready, you can proceed with booking a DVA cleaning service with your preferred provider.

 

Pathway 3: Acute Support Package

The Acute Support Package (ASP) supports veterans and their families during emergencies or unexpected life transitions.

Unlike VHC or HHS, which are designed for ongoing support, ASP offers short-term assistance, providing extra capacity when your circumstances shift. 

 

Who can get DVA cleaning under ASP?

ASP can provide support with household chores as you and your family navigate a transition. Some situations where ASP might be suitable include:

  • Loss of a loved one
  • Family or domestic violence
  • A partner suddenly becoming unwell
  • Significant mental health or medical issues

Veterans and currently serving members under 65 years can access ASP. 

You should also be receiving (or be eligible for) certain payments, like:

  • Veteran Payments
  • Incapacity Payments
  • Disability Compensation

Immediate family members (current partners, parents, or children) and former partners may also qualify, even if they don’t live in the same household as the veteran.

 

How to access DVA cleaning through ASP

ASP is designed for urgent situations, so the assessment process is simple.

Start by calling the DVA at 1800 VETERAN (1800 838 372), and say “Acute Support Package” when prompted.

A DVA representative will speak to you about your circumstances and ask how your or your family’s daily life is affected.

Once approved, ASP provides a flexible budget that you can use for various services, including DVA house cleaning. The package usually runs for 1–2 years.

Here’s what you can expect to receive:

Veterans $7,500 in Year 1 and $5,000 in Year 2
Bereaved Partners or Parents $27,835 per year

 

You’ll also be assigned a Case Manager. They’ll assess your situation and help you develop the Support Plan. This is where you can request DVA cleaning to keep your household running smoothly.

Moreover, your Case Manager will assist you in setting the budget for DVA cleaning and other services. It’s important to work closely with them to ensure that the level of support you receive — like how often cleaning is delivered — matches your exact needs.

After the DVA approves the Support Plan, you’ll receive a Determination Letter outlining the household services you’ll get. A Supplier Information Sheet will also be provided, which contains invoicing instructions for your DVA cleaner.

With these documents ready, the next step is to choose your DVA cleaning provider and schedule their first visit.

 

How to Choose Your DVA Cleaning Provider

Can you choose your DVA cleaning provider?

If your funding is under VHC, the DVA assigns a registered provider to you, so there’s no need to handle the booking yourself.

That said, you can still let the VHC agency know if you have any preferred, DVA-registered provider.

Under HHS or ASP, you have the freedom to choose your DVA cleaning provider. However, they must meet the DVA’s standards and requirements.

To book a DVA clean, your provider will need a few details and documents from you.

We’ll start with the basics, like your complete name, contact details, and the address of the home to be cleaned.

To confirm your funding and ensure you’re never charged out of pocket, we’ll also ask you to provide:

  • Your funding pathway (HHS or ASP)
  • Your DVA File Number (HHS) or Unique Identification Number (ASP)
  • Claim Reference Number and Transaction Reference Number
  • A copy of your Determination Letter and the Supplier Information Sheet
  • D9319 Claim Form (if you’re under HHS)

We’ll also ask for your approved cleaning hours and how often you’d like visits scheduled. Most clients choose weekly or fortnightly cleans.

Step 4: Delivering your DVA cleaning service

We’ll send you a quick reminder about your booking 3 days before your cleaning service, and another one the day before. That way, you’ll know exactly when to expect us.

Our Field Staff will arrive within a 30-minute window, wearing the Maid2Match uniform.

All of our cleaners are fully equipped with professional-grade supplies, so you don’t have to worry about vacuums, mops, or cleaning solutions. However, if you prefer any specific products, you’re welcome to provide them during the service. Just let us know the correct way to use them to ensure safety.

Your peace of mind is our priority. If it makes you feel more comfortable, you, a family member, or a care representative can be home during the clean.

Our Field Staff will focus on the areas and tasks you’ve requested. If you haven’t specified anything, that’s fine, too! In that case, we’ll follow our room-by-room checklist to make sure that every corner of your home is left spotless.

We want you to get the most out of your DVA funding, so our Field Staff will always use the full, approved service hours. If the main tasks are finished early, they’ll use the remaining time for extra touches, like polishing mirrors, tidying shelves, or wiping down skirting boards. 

Before the Field Staff heads off, they’ll check in with you (or your representative) to make sure you’re happy with the work done.

After each visit, you’ll have the opportunity to leave feedback. We deeply value your input, as it helps us maintain a high standard with every cleaning service.

Step 5: Managing payments

The payment instructions for DVA cleaning providers are in the Supplier Information Sheet. We usually submit invoices through the DVA Provider Upload Page (PUP).

As we take care of payment with the DVA, your support continues without paperwork or out-of-pocket costs. 

The only exception is if you request services that are not covered by your DVA plan. For example, if your DVA funding covers a 2 hour fortnightly clean, but you want weekly support, you can book an additional fortnightly service as a private client. We’ll simply invoice the DVA for your approved visits, and bill you for the extra sessions.

You can check your available DVA fund by logging on to your MyService account. If you’re under the ASP, it’s best to work closely with your Case Manager to track your available budget.

However, if your DVA cleaner does not use the DVA portal, there may be an extra step for you.

You can pay upfront and request reimbursement through MyService.

Be sure to keep a copy of the tax receipt from your DVA cleaner. It should show their ABN, the service details (date and hours worked), and the total cost. 

Then, double-check that your bank details are up to date in MyService. That way, everything goes smoothly.

If everything checks out, upload the receipt through the “Claim Expenses” page. Reimbursements are typically completed within 5–7 business days.

All of our Field Staff are police-checked and NDIS-checked. They also undergo comprehensive training, so you can expect safe and reliable support.

Once your DVA funding is approved, we’ll update your booking and payment details. We’ll also review your DVA-approved hours and adjust your schedule accordingly.

 

Can I switch to a different DVA cleaning provider?

Yes — you can change your DVA cleaning provider, although the process depends on the funding pathway you’re using.

For those receiving cleaning through VHC, your cleaner is usually assigned by the DVA.

If you’re unhappy with the arrangement, it’s best to contact the DVA or the VHC agency to explain the issue and request a new provider. 

For those under HHS or ASP, the process is simpler. 

Get in touch with your current cleaner to let them know that you’re ending the service. Then, contact your new provider to make a booking.

You’ll also need to call or email the DVA to tell them that you’re switching to a different cleaning provider. They might ask for more information, like the company’s ABN and contact details.

NDIS cleaning, on the other hand, has a broader scope. It’s designed to help people with a significant disability live as independently as possible, no matter how that disability occurred.

Funding also works differently between the two.

With DVA cleaning, budgets are usually fixed. You may even need to contribute a small co-payment if you’re under VHC. 

With NDIS cleaning, funding is more personalised. Your budget is based on your individual needs and goals, and there’s generally more flexibility. You typically decide how to spend your budget, so long as the support fits within your plan and is reasonable and necessary.

 

Can someone receive both DVA and NDIS cleaning support?

Yes — it’s possible to receive support from both programs. However, the same cleaning tasks cannot be funded by DVA and the NDIS at the same time. This is part of the government’s no double-dipping policy.

If one program alone doesn’t fully meet your household cleaning needs, you can usually split the tasks. For example, DVA might provide general home upkeep, while the NDIS funds more intensive jobs like oven or stove top cleaning.

That said, if either program provides enough support on its own, you’ll need to choose which one covers household cleaning.

Always tell your DVA assessor and NDIS planner if you’re applying for or are already accepted for the other program. This helps prevent overlaps, and ensures that your supports and budgets are set up correctly for your needs.
