What Is NDIS Cleaning And How Does It Work?

by | Nov 10, 2025 | NDIS

Living with a significant disability can make home upkeep difficult, but through the NDIS, there’s a way to get cleaning support.

The National Disability Insurance Scheme (NDIS) in Australia facilitates access to daily living supports, which include NDIS cleaning. This helps participants maintain a fresh and comfortable home, and allows them to live more independently.

If you’re new to NDIS cleaning, though, figuring out how to access it can feel a little confusing.

In this guide, we’re sharing the knowledge we’ve gained from delivering NDIS cleaning services to thousands of participants in Australia.

We’ll explain everything: from checking if NDIS cleaning is covered by your funding, to booking, to processing payments.

That way, participants can make the most of their funding and enjoy a cleaner, safer home!

What Is NDIS Cleaning?

NDIS Cleaning is a professional home cleaning service provided to NDIS participants, funded through the NDIS and managed by the National Disability Insurance Agency.

It helps people with disability maintain a safe and clean living environment, promoting independence and quality of life.

What services are covered under NDIS cleaning?

The services included in NDIS cleaning usually differ from one provider to the next.

At Maid2Match, an NDIS-registered cleaning provider, every service is customised to each participant’s needs, preferences, and routines.

Instead of following a fixed to-do list, we focus on the areas that matter most to participants, like bathroom hygiene or reorganising the kitchen for safety.

That said, we cover both routine housekeeping and specialised cleaning:

DUSTING SURFACES: Removing dust and allergens from surfaces (important for participants with respiratory issues or compromised immune systems)

BED MAINTENANCE: Changing sheets or duvets, or making the bed

ORGANISING THE HOME: Decluttering or rearranging items to make it safer and easier to move around the home

FLOORS AND CARPETS: Vacuuming and mopping to keep the space tidy

CLEANING BATHROOMS AND KITCHENS: Deep cleaning and disinfecting to prevent bacteria and reduce health risks

CLEANING SPECIFIC AREAS: Wiping down equipment that requires special care, such as rehabilitation tools

Maid2Match also considers the participants’ accessibility needs or mobility issues.

This ensures that every service is thorough and respectful of each person’s unique circumstances.

What are the benefits of NDIS cleaning?

Cleaning support reduces the risk of physical strain or injury, especially for those with limited mobility or chronic pain.

A clean living space also improves one’s health by preventing bacteria buildup and reducing indoor allergens.

Moreover, professional cleaning services allow participants to enjoy a comfortable home without relying on family members or carers to take on additional chores.

This is good for their mental health, as it lets them live more independently and confidently.

It also gives them more time for things that support their overall well-being, like therapy or medical care.

And of course, knowing that the participant’s home is clean and well-maintained brings peace of mind to participants, their loved ones, and carers.

How to Access NDIS Cleaning Services

The NDIS covers cleaning support, although it depends on participants’ needs and how their funding is set up.

Who can get NDIS cleaning support?

Cleaning support is available to NDIS participants, so long as it’s considered reasonable and necessary for their situation.

This means that the participant has a permanent and significant disability that prevents them from accomplishing daily tasks like cleaning.

Examples are:

  • Developmental disability that limits daily living skills
  • Limited mobility that makes cleaning difficult or unsafe
  • Chronic pain or neurological condition that affects one’s physical capacity

On the other hand, a participant may not qualify if they cannot clean their home due to a temporary illness (like the flu or a cold) or a workplace injury covered by workers’ compensation.

In shared living accommodations, the NDIS only covers cleaning for the participant’s personal spaces, like their bedroom and bathroom.

How to check if NDIS cleaning is included in your plan

For participants who already have an NDIS plan, go over the plan document to confirm if cleaning is included.

Cleaning is covered under the Core Supports budget, specifically under the ‘Assistance with Daily Living’ category.

If your plan only includes ‘Assistance with Daily Living’ but does not have Core Supports, cleaning is not usually covered.

Sometimes, cleaning might not be written in the document, but that doesn’t always mean it’s excluded.

You may still be able to pay for NDIS cleaning using any remaining funds from other Core Support categories, like ‘Consumables.’

You can check the available funds for different budgets by logging in to the NDIS myplace portal or the NDIS mobile app.

If anything is unclear, you can speak to the person who manages the NDIS plan:

  • Self-Managed: Any nominee/guardian
  • Plan-Managed: Your Plan Manager or Support Coordinator
  • Agency-Managed: Your NDIS Planner or Local Area Coordinator (LAC)

They can help you confirm if cleaning is covered and how many hours can be allotted.

How to request NDIS cleaning support

If you’re applying for an NDIS plan and think you’ll need cleaning support, make sure to bring it up during the planning meeting.

Talk about the challenges you face at home and explain how your disability makes cleaning difficult.

You can also mention how cleaning support would help you maintain a safe and healthy living environment.

Remember: the more your NDIS planner understands your everyday needs, the better they can tailor your plan to fully support you.

For current participants who don’t have cleaning support in their funding (or participants whose needs have changed), there are a couple of options.

One is to request an NDIS plan reassessment

This typically involves gathering evidence, like a letter from an occupational therapist that explains how a participant’s disability prevents them from doing household chores.

Another option is to request an internal decision review. This applies to those who have received an NDIS decision within the past 3 months that doesn’t cover cleaning support.

It’s always a good idea to work closely with the Plan Manager, Support Coordinator, or NDIS Planner.

They can advise you on the best way to have cleaning support added to the NDIS plan.

Understanding the NDIS Cleaning Budget

Once NDIS cleaning is approved for the plan budget, it’s important to manage your funding wisely.

The NDIS doesn’t typically set a fixed number of cleaning hours, as participants’ needs can vary.

Since the Core Supports budget is flexible, you can decide how much to spend on cleaning based on how often a cleaner is needed and how long each visit takes.

Most NDIS cleaning companies have a minimum of 2 hours for their services, and participants usually book weekly or fortnightly cleans.

You can determine the frequency that works best based on the size of the participant’s home and any specialised cleaning needs.

Just remember: all expenses must be reasonable and necessary. You also need to think about the other daily support needs that will be taken from the Core Supports fund.

And if you’re unsure how to allot a budget for cleaning, your Plan Manager, NDIS Planner, or Support Coordinator can help you make the most of your funding.

How to Choose the Right NDIS Cleaning Provider

NDIS funding sorted? Time to find the right NDIS cleaning provider!

Be sure to look for a provider that’s reliable, respectful, and has a track record of delivering high-quality services.

They should also be aware of the participants’ exact needs and comply with NDIS standards.

Who can you hire for NDIS cleaning?

The type of NDIS plan determines which cleaning providers you can book and how they fit into the plan budget.

Agency-Managed participants can use registered NDIS providers only.

On the other hand, Plan-Managed or Self-Managed participants can choose between registered and unregistered providers.

The NDIS also sets price caps (the maximum rates that providers can charge) to keep prices fair and consistent.

Here’s a quick overview of the different options and if price caps apply:

Agency-Managed

WHICH CLEANING PROVIDERS CAN YOU BOOK? Registered NDIS providers (like Maid2Match)

WITH PRICE CAP? Yes — must follow NDIS price guidelines

Plan-Managed

WHICH CLEANING PROVIDERS CAN YOU BOOK? Registered or unregistered providers

WITH PRICE CAP? Yes — must follow NDIS price guidelines

Self-Managed

WHICH CLEANING PROVIDERS CAN YOU BOOK? Registered or unregistered providers

WITH PRICE CAP? No — as long as you stay within the overall budget

Why choose a registered NDIS cleaning provider

For Plan-Managed or Self-Managed participants, you might be wondering if it’s better to book a registered or an unregistered provider.

Choosing an NDIS-registered provider like Maid2Match reassures participants that every service meets NDIS standards.

For example, to become an NDIS cleaner at Maid2Match, our Field Staff undergo official police checks and NDIS Worker Screening checks.

We also comply with any additional checks required by specific states or territories, such as:

  • Working With Children Check (for cleaners who intend to work with participants under the age of 18)
  • Working With Vulnerable People Check (may cover both children and vulnerable adults in some areas)

Moreover, registered providers follow the NDIS Code of Conduct, which protects a participant’s right to safe, respectful, and professional services.

That said, some participants might prefer unregistered providers that offer lower rates or simply want to keep working with a cleaner they already trust.

Ultimately, the best choice depends on the participant’s needs. To help you decide, here’s how registered and unregistered providers compare:

NDIS-Registered Providers

NDIS Screening: Yes — NDIS verifies ABN and insurance

Staff Checks: Mandatory police check and NDIS Worker Screening Checks

Compliance With NDIS Code of Conduct: High — NDIS can audit, enforce standards, and investigate complaints

Resolving Issues: Easy — NDIS can investigate and take action

Invoicing and Payment: Easy — Complies with NDIS requirements

Unregistered Providers

NDIS Screening: No NDIS review

Staff Checks: Must be verified by the participant or coordinator

Compliance With NDIS Code of Conduct: Must be verified by the participant or coordinator

Resolving Issues: Limited — participant or coordinators handle complaints

Invoicing and Payment: Must be verified by the participant or coordinator

Finding NDIS-registered cleaning providers

If you’re going with NDIS-registered cleaning providers, you can search directly through the NDIS Provider Finder on the official NDIS website.

You may also find providers on disability service directories or ask other participants for recommendations.

Your Support Coordinator or NDIS Planner can give you options, too, since they know your situation more intimately.

Evaluating an unregistered cleaning provider

Choosing an unregistered provider means extra due diligence.

The participant or their coordinator should check if the provider is legitimate, insured, and understands how NDIS cleaning works.

Here’s what to look for:

  • Has a valid ABN
  • Follows the NDIS Code of Conduct
  • Understands how NDIS-funded services work
  • Has experience working with NDIS participants
  • Is consistently reliable, respectful, and transparent
  • Tailors cleaning services around participants’ needs
  • Can issue NDIS-compliant invoices
  • Is familiar with NDIS payment processing systems

Working with a provider that ticks all these boxes saves you from unnecessary stress later.

For instance, a provider that’s already familiar with disability support can better adapt to participants’ mobility or sensory needs.

You’ll also want to avoid any payment delays, so your provider should issue proper invoices and know how NDIS payments work.

How NDIS Cleaning Works: Booking a Service

Ready to book an NDIS cleaning service? You can start by contacting your chosen provider to explain the participant’s needs and set a recurring schedule.

At Maid2Match, our booking process is simple and convenient.

We have a dedicated NDIS Support Team that tailors the service around participants’ needs, sets up a clear Service Agreement, and ensures that every visit meets NDIS guidelines.

We also handle all types of NDIS plans (Agency-Managed, Plan-Managed, or Self-Managed) so the entire process runs smoothly, no matter how a plan is managed.

Step 1: Making an enquiry

If you’re exploring NDIS cleaning for yourself or someone you support, you can reach out to your chosen provider to learn more about their services.

Some important questions to ask include:

  • What tasks are included in the cleaning service
  • Whether they can tailor the service to suit the participant’s needs
  • How often cleaning can be done (twice a week, weekly, fortnightly, or monthly)
  • What details are needed to book a service

Maid2Match makes it easy for participants or their coordinators to get in touch. You can reach us by phone, email, or SMS, whichever works best for you.

Our team can explain everything you need to know and help you understand more about our NDIS cleaning services, our Field Staff, and the booking process.

Step 2: Booking an NDIS cleaning service

When you’re ready to book, you can contact your chosen NDIS cleaning provider directly. At Maid2Match, you can also submit your enquiry through our online NDIS booking form.

When booking an NDIS cleaning service, you’ll typically need to provide these details:

  • Participant’s name, NDIS number, and date of birth
  • Name and contact details of any representative or guardian
  • Complete address of the property to be cleaned
  • NDIS plan details (Plan Manager’s name if applicable, NDIS plan start and end dates)
  • Payment details based on how the plan is managed
  • Service information (number of hours, preferred days, and frequency)
  • Preferred communication method (e.g. phone, email, SMS)

It’s also helpful to share as much context as you can with your cleaning provider.

At Maid2Match, we appreciate information about the participant’s disability and the current condition of the home.

We also encourage you to share if the participant has any specific preferences, like the cleaner’s gender or specific cleaning tasks needed.

Maid2Match’s goal is to make sure that all participants feel respected and supported every time we clean their homes.

After we receive your booking details, we’ll get in touch with you to confirm some details about the home environment.

We typically ask about potential hazards, such as any smoking indoors, whether someone in the home recently got sick, or if there are pets in the property.

This allows our Field Staff to prepare and ensures that they can provide the safest and most effective service for the participant.

Step 3: Creating a Service Agreement

After sharing the complete booking details, the NDIS cleaning provider will prepare a Service Agreement that outlines:

  • The agreed cleaning rates
  • The schedule and frequency of visits
  • The specific cleaning tasks to be completed
  • Any personal preferences and requirements

This written agreement ensures that both parties clearly understand the scope of services and the expected standards.

Maid2Match typically shares a Service Agreement within 1 business day of receiving the booking details.

Once the agreement draft is ready, we’ll review it together with you to make sure everything aligns with your needs and expectations before moving forward.

During this time, you can let us know if you have any questions or concerns. We’ll be happy to walk you through every detail and make any needed adjustments.

After finalising and signing the agreement, we’ll confirm your NDIS funding with your Plan Manager (or directly with you or your nominee if you’re Self-Managed).

For Agency-Managed participants, we’ll lodge the agreement through the NDIS portal.

Once funding is verified, we’ll inform you about the booking date and time.

Step 4: Delivering the NDIS cleaning service

Three days before your scheduled service, and again a day before, Maid2Match will send a booking reminder via your preferred method.

Then, on the day and time of the booking, our Field Staff will arrive at the participant’s home in Maid2Match uniform, along with the necessary cleaning supplies.

The participant’s representative or Support Coordinator can also be present during the visit to provide guidance or ensure everything goes smoothly.

During each cleaning, our Field Staff will make sure to complete the tasks listed in the Service Agreement.

They will also use the first few visits to get familiar with the participant’s home and understand their needs better.

Maid2Match’s NDIS home cleaning service lasts for a minimum of 2 hours, and our Field Staff always stay for the full time booked

If they finish cleaning earlier, they’ll use the time left for other tasks, like interior window cleaning or wiping down appliances.

If there’s truly nothing else that needs attention, our Field Staff will check with the participant or the coordinator before wrapping up the visit.

Step 5: Processing the payment

After service delivery, your NDIS provider must issue an NDIS-compliant invoice.

It should show a unique invoice number and the NDIS support item number for household cleaning (01_020_0120_1_1).

Other details that must be in the invoice are:

  • Provider details (ABN, NDIS business name, and bank account)
  • Participant details (name, NDIS number, and address)
  • Service details (e.g. date, number of hours, cost per hour)
  • Total invoice cost

Keep in mind that under NDIS guidelines, cleaning services are billed using an hourly rate system.

Any incidental costs (e.g. transport fees, cleaning supplies) must be included in the hourly rate and cannot appear as separate line items. Otherwise, NDIS might not cover those costs.

Then, where the invoice is sent and how payments are made depend on the type of NDIS plan.

For Agency-Managed plans, the provider will lodge the invoice and other details in the NDIS system, and the NDIS pays the provider directly.

For Plan-Managed setups, the Plan Manager takes care of the invoices for the participants.

For Self-Managed plans, you’ll need to provide your debit or credit card information in advance, but you’ll only be charged after the service has been completed.

Afterwards, you’ll receive an invoice that you can use to reimburse the payment through the ‘myplace’ portal.

The reimbursement from NDIS is typically processed within 3 business days, or sometimes within the same day.

Step 6: Ongoing support for participants

Once you’ve set up a recurring NDIS house cleaning service with Maid2Match, you can count on our Field Staff to arrive consistently, on time, and ready to help.

We always assign the same Field Staff for recurring bookings. If your regular cleaner is unavailable, we’ll offer a fill-in, unless you’d rather wait for your usual cleaner.

You can also reach out to our team anytime you have questions or concerns.

Moreover, we can adjust the service schedule, frequency, or areas to focus on, depending on the participant’s routines and living arrangements.

We also understand that NDIS funding plans and guidelines may change over time.

Our team will make sure that all admin work (like billing and documentation) and services delivered stay compliant with any new policies.

That way, your NDIS cleaning support continues seamlessly year after year.

FAQs About NDIS Cleaning

If you need more information about NDIS cleaning services, read through the Q&As below.

Can I book with Maid2Match if my NDIS funding hasn’t been approved yet?

Absolutely! You can book a cleaning service with Maid2Match as a private client while waiting for your NDIS funding to come through.

Our Field Staff are NDIS-trained and checked, so you’ll receive high-quality cleaning support from day one.

Once your NDIS funding is approved, we’ll update your booking to an NDIS Cleaning Service, keeping the same schedule you’ve already set.

Is there a difference between NDIS cleaning and regular cleaning?

While NDIS cleaning and regular house cleaning may involve similar tasks, the purpose and approach are very different.

NDIS cleaning aims to support a participant’s independence, comfort, and overall well-being.

That means each service is tailored to the participant’s specific disability, mobility limitations, and other needs.

Cleaners should also pass the NDIS Worker Screening check before they can provide services to NDIS participants.

After completing the NDIS check, cleaners receive training in safe work practices, disability awareness, and respectful communication.

On the other hand, regular cleaning focuses on general home upkeep.

While it can be customised to client preferences, it typically doesn’t consider any accessibility or mobility needs.

Lastly, regular home cleaners are not required to undergo NDIS-specific screening or training.

Does the participant need to be home during the cleaning service?

It’s entirely up to the NDIS participant! Some prefer to be home during the service, while others arrange for cleaners to access the home through a family member or Support Coordinator.

Participants are also welcome to have someone they trust present during the cleaning if it helps them feel more comfortable.

Can participants share feedback or raise concerns about the cleaning service?

Absolutely! If the provider is NDIS-registered, participants can report issues directly to the provider or to the NDIS Commission.

For unregistered providers, participants can still raise any concerns directly with the business. However, the NDIS Commission may have limited authority to step in.

At Maid2Match, we take all feedback seriously and aim to resolve any issues quickly and respectfully.

You can reach our team by phone, email, or SMS, and we’ll make sure your concerns are addressed in line with NDIS standards.

Can NDIS participants switch to a different cleaning provider?

Yes, participants have full choice and control over their cleaning service provider.

If a participant is not satisfied with the current provider, the Service Agreement can be terminated. Just make sure to follow any notice period specified in the agreement.

Then, the participant can switch to a new registered or unregistered cleaning provider, based on their NDIS plan type.
